A an article about URL design that is both thought provoking and chock full of good old fashioned common sense. An excerpt:

But despite the universality of URLs, we often forget that they’re not just a handy way to address network resources. They’re also valuable communication tools. They help orient users in your architecture, and can suggest whether other options are available.

There are many times this kind of design and control over your URLs just isn’t possible - your content management system, for instance, might prevent you from doing this effectively - but if you can, you should.
