Doug Bowman posted an internal dialogue about HTML lists. I found this to be an interesting read — he asks some good questions here.
For my part, I’m not keen on using lists for structured, site wide navigation, but that is just because I’ve found that a bit of a challenge to implement. I guess it can be argued that a list of links pretty much typifies the definition of a list, and therefore it would be semantically correct to code them that way. Then again, I can see the opposite of that argument as well.
Aside from the link and navigation issue, the way I see it, if you can use lists to make your site easier to read or more structured — do it. However, I have seen this overdone (and over-styled), but in general they can be used effectively to break up content for online consumption.
